Your developer program status
Everything that decides what the signed-in wallet can do in the developer program: stage (subscribe = no account and no paid plan, agreement = must sign the current agreement, portal = a member in good standing, suspended), whether the current agreement is signed, the wallet's own plan, and its developer account (with can_publish). Call this first when a developer route refuses with DEVELOPER_AGREEMENT_REQUIRED or PAID_PLAN_REQUIRED. A trial plan reads paid: false: it does not count for joining or publishing.
